3) Land North Of A259 Flat Farm Chidham – Bailey’s farm / Drift Lane – REFUSED DELAYED APPEAL JAN 2023

Pallant Homes has appealed against this planning refusal and an inspector is reviewing the appeal in January 2023. This site and 132 houses off Broad Road site here are both on appeal.

  • The inquiry has been delayed from August until January 2023 (date TBC)

It was the number of people attending that got the Aug 2022 Appeal stopped and delayed, so we are asking as many of you as possible to attend In Jan 2023. This shows the Inspector the strength of feeling against these two developments and just your attendance will send a strong message. If you would like to speak you must register (see above) or ask someone to do it on your behalf.

The main considerations will be the landscape, ecology and setting of the site adjacent to the AONB. Although other impacts, such as increased traffic, lack of infrastructure, unsustainable location can be mentioned they will carry less weight in planning terms, but the Inspector WILL want to hear what YOUR views are on the impact of landscape and wildlife.

There is a lot of opposition to these proposals and during an inquiry things are said which may be disagreed with. But heckling and loud interventions are likely to annoy the Inspector and be counterproductive, however strongly we feel!

68 houses planned with main access onto the A259, 9 houses onto Drift Lane

If you are minded to object or support this planning application here are points to consider:

  • Outside Nutbourne East Local Plan defined Settlement Boundary (NOT in Chidham)
  • Drift Lane access for 9 proposed houses not feasible (4m wide road vs 5.5m min.)
  • Removes 5 Hectares of Grade 2 (very good) agricultural land for crops
  • Wildlife and biodiversity rich site (59 species), barn owl & rare bat network
  • Obliterates other parish resident views north to the South Downs
  • Sited directly over the CDC Nutbourne Wildlife Corridor (hatched area)
  • Only 180 new houses sewage treatment capacity at Thornham until 2027

Thornham Waste Water Treatment Works has less than 750 houses treatment capacity remaining. Current plans in the next 15 years are to add 3,165 houses that feed into Thornham treatment works, with 1,700 houses at Southbourne, Chidham and Hambrook and Westbourne in Chichester District Draft Local Plan, as well as 365 at Emsworth and 1,100 at Southfields in Havant Borough Local Plan.

Southern Water has confirmed there is no capability to expand Thornham treatment capacity and, even if a solution could be found, no work could be undertaken before 2027 to 2030 at the earliest.

You could also consider the following more general points:

  • Lack of attachment to Nutbourne East or Hambrook Settlement Boundary
  • 36% increase in village settlement size (Nutbourne East = 191 houses)
  • Housing built on Grade 2 (very good) agricultural land used for food crops
  • Impact on the wildlife corridor and overall impact on local biodiversity
  • Potential impact on the Chichester Harbour AONB and surroundings
  • Impact of the development on views to the coast or South Downs
  • Site access for vehicles and impact on local roads and pedestrians
  • Comments on vehicle, pedestrian or cycle links to transport networks
  • Proposed housing number, size, type or phasing of the development
  • If the development is ‘Nitrate neutral’ e.g. comment on crop type
  • Comments on infrastructure e.g. waste water capacity at Thornham
  • Settlement local services & facilities: school, shops, medical, work
